Ian Howe likes to think of himself as ruthless, doing whatever it takes to get a job or a mission accomplished. He's put together a team of highly trained mercenaries and operatives, preferring the structure of a special ops group to going it solo. He's personable most of the time; a smart, witty man who would not look out of place at a Fortune 500 gathering - wearing a tux and sipping champagne casually.
He's also got a good nose, or eye, for sniffing out potential partners for his less savory endeavors, or at least those projects that might make the high society types raise eyebrows in his direction. Treasure hunting, for example, which led him into an alliance with a man named Benjamin Gates. This also served to put a temporary halt on his business expansion as Ian wound up in jail thanks to his dealings with the aforementioned individual.
Ian does not readily speak of his years before entering the private sector, but it is assumed among the men he commands, and his own adversaries, that the British man has had extensive training in black ops, most likely for MI-6, and probably has a working class background - this would explain the ease he displays when around people of varied backgrounds, and the faint contempt for the idle rich.
He is comfortable in his own skin, as ruthless as he claims to be aside from the matter of Ben Gates and associates, smart, devious and rather a good man to be friends with - as long as you're of use to him. Ian Howe is a villain through and through. And he knows it.
Ian comes to Milliways approximately one year after the events of the first movie, shortly after being released from prison.
